Q: Why do some bulletins stack and some don't?
A: The stackability of an Intel Bulletin is determined by the individual modifiers that the Intel Bulletin upgrade applies to the target ability/entity/squad/upgrade/weapon. Since most of the Intel Bulletins have multiple modifiers (for example increased rotation and movement speed) the question of whether an Intel Bulletin stacks often has no clear answer. It is more likely that a bulletin is partially stackable than completely not stackable. To check the stackability of an Intel Bulletin, see the list of the modifiers and check if they are exclusive. An exclusive modifier means that it will override any similar modifiers, thus not stacking.
Q: How did you do this?
A: The Intel Bulletin data is generated with a custom C# application (created by Janne252, not available to public). Basically the application goes through all the abilities, squads, entities, intel bulletins, upgrades, and weapons and converts the necessary data to SQL commands which can be used to update the database. The link between an Intel Bulletin and its targets is done manually, mostly thanks to Cruzz. This also includes the information about broken targets and broken target squad members. The icons are extracted with Janne252's COH2 UI Asset Browser, which can be found at COH2.ORG's Modding and Tools section. The site itself runs on a fully custom built PHP MVC Framework created by Janne252.
